Yes, it is possible to upgrade the server configuration. In the portal, go to Cloud Servers > Create & Manage. Choose a server and go to the Upgrade tab. Choose the configuration you need. Upgrading is automatic and may take up to 15 minutes.
No, it is not possible to increase separate limits for a cloud server. If you wish to increase limits, please change the tariff plan.
Cloud server service tariffication is postpaid. An invoice is issued on the first day of every month and includes the amount for the prior period. A cost of service cannot exceed a fixed monthly cost. If a server is used for the lesser number of hours, there will be hourly tariffication. A cost per hour depends on the chosen tariff package.

Yes, backups are activated by default. Copies are created once a day and renewed. You can set as many stored backups as you need, but there are 5 backups by default. Backups are not included in the disk storage volume.
